WHAT’S NEW IN FY 2009 IECGP The following are some of the key changes impacting the Fiscal Year (FY) 2009 Interoperable Emergency Communications Grant Program (IECGP) as compared to FY 2008 IECGP. Interoperable Emergency Communications Equipment as an allowable cost category. Per FY 2009 IECGP funding objectives, the applicant has the flexibility to use IECGP funds to purchase interoperable emergency communications equipment if and only if it has achieved or will achieve all Priority Group 1 and 2 objectives. A State Administrative Agency (SAA) must certify that its State or territory has fulfilled these governance, planning, training and exercise objectives prior to proposing a project for the purchase of interoperable communications equipment with any remaining IECGP funds. Refer to page 26 of the FY 2009 Grant Guidance and Application Kit for additional information. 75/25 Cost Share on Equipment Purchases. In FY 2009, IECGP has a 75% Federal and 25% State cost share, cash or in- kind, requirement for equipment purchases only. Refer to page 11 of the FY 2009 Grant Guidance and Application Kit for additional information. 50 percent Personnel Cap. No more than 50 percent of total program funds may be used for personnel activities. In general, the use of IECGP grant funding to pay for staff and/or contractor regular time or overtime/backfill is considered a personnel cost. Office equipment costs are also allowable, including personal computers, computer peripherals (for example, printers and external hard drives), and office telephones to support IECGP-related personnel. These expenses are permitted under this grant in order to perform allowable FY 2009 IECGP planning, training, and exercise activities.
